The quality of housing is often representative of a community’s
overall economic health. The natural cycle of aging and filtering
causes housing stocks in all communities to need attention.
But when housing falls into disrepair because needed maintenance
or rehabilitation has not occurred, it may encourage further
disinvestment. The reverse is also true: when housing is well-built
and well-maintained, residents, business owners, and other stakeholders
are encouraged to further invest in the community.
A rapidly aging and obsolete housing stock in dire need of restoration
and repair may be a crucial focus of the neighborhood revitalization
process. In some areas, the housing stock may have deteriorated
to the point where demolition is the only sensible course of
action, and new construction is what the community needs. Other
neighborhoods warrant investment in housing rehabilitation.
Responding to these needs is complex, time-consuming, and expensive.
NeighborWorks America’s training division
has designed a curriculum to teach the core project management
and rehabilitation skills needed by those undertaking rehab
and new construction. Participants who successfully earn the
Professional Certificate in Construction and Production Management
will have gained the knowledge and skills to design, cost, and
construct or rehabilitate quality housing.
About the Professional Certificate Program
Education with Results
The Professional Certificate Program for Construction and Production Management
consists of a series of courses that provide basic quality education
in rehabilitation and new construction management. This Program
of Study will enable participants to:

Apply construction industry theory and best
practices to affordable and market-rate housing development;

Understand the importance and critical components
of design, specifications, cost analysis, and management for
construction and rehabilitation; and
-
Develop systems and procedures to ensure maximum
quality in construction and rehabilitation of affordable and
market-rate housing.
The courses lay the foundation for understanding
construction and production management through the teaching
of construction-industry standards and practices. It examines
technological advances in the construction industry and their
possible application in the rehabilitation and construction
of affordable and market-rate housing. The courses
emphasize a hands-on approach, combining lecture with case
studies, site visits, small-group exercises and other participatory
methods.
Candidates
The courses are designed to educate individuals
seeking a comprehensive overview of the major components of
the construction industry, with an emphasis on construction
and rehabilitation of affordable housing. This program would be
particularly appropriate for:

Newer and senior rehabilitation specialists;

Newer and senior project managers;

Construction and rehabilitation program managers;

Housing inspectors;

General contractors and construction managers;
and

Nonprofit and for-profit housing developers.

Proficiency in Construction and Production
Management
Participants earning their professional certificate will take
a combination of required and elective courses leading to competence
in the following:

Specification writing and cost analysis;
-
Cost estimating on rehabilitation projects;
-
Compliance and liability issues in specification
writing;
-
Contract management;
-
Inspection techniques;
-
Field supervision;
-
AIA contracting and document management;
-
Blueprint reading; and
-
Construction process management.

Earning a Professional Certificate
Professional Certificates in Construction and Production Management
will be awarded to individuals who successfully complete the
five required courses and five days of elective courses, pass
the test for each required course, if applicable, and the comprehensive
exam at the end of all coursework within
three years of application to the Professional Certificate Program. It is possible
to complete all professional certificate requirements in as
few as three institutes and, with prior approval by training
division staff, candidates may receive credit for relevant courses
taken no more than two years prior to enrollment in the Professional Certificate Program.
Programcourses are open to all training institute
participants, but in order to be eligible for the professional
certificate, candidates must formally enroll in the Professional Certificate Program.
Program participants have the option of taking required
course tests online rather than on paper. Learn
