The quality of housing is often representative of a community’s overall economic health. The natural cycle of aging and filtering causes housing stocks in all communities to need attention. But when housing falls into disrepair because needed maintenance or rehabilitation has not occurred, it may encourage further disinvestment. The reverse is also true: when housing is well-built and well-maintained, residents, business owners, and other stakeholders are encouraged to further invest in the community.

A rapidly aging and obsolete housing stock in dire need of restoration and repair may be a crucial focus of the neighborhood revitalization process. In some areas, the housing stock may have deteriorated to the point where demolition is the only sensible course of action, and new construction is what the community needs. Other neighborhoods warrant investment in housing rehabilitation. Responding to these needs is complex, time-consuming, and expensive.

NeighborWorks America’s training division has designed a curriculum to teach the core project management and rehabilitation skills needed by those undertaking rehab and new construction. Participants who successfully earn the Professional Certificate in Construction and Production Management will have gained the knowledge and skills to design, cost, and construct or rehabilitate quality housing.
