| Jay Mashburn has more than 10 years of experience with challenging engineering and community development projects in difficult environments. He currently provides environmental technical expertise in Utah and Western Colorado. He has administered large-scale construction and or community development projects on three continents. Mashburn is well-versed in technical engineering issues. He has successfully implemented grassroots community organizing and training efforts in Africa, America, and Asia. He has knowledge in water chemistry and water system organization. Mashburn knows information communication and education theory. He is skilled in project feasibility, economics, contract negotiating, design, contract enforcement, and on-site training.
