Instructor Name: Cielo Gibson
 
Cielo Gibson has been the executive director for the Nez Perce Tribal Housing Authority (NPTHA) for the last 6 years. She also works as a consultant and provides training to tribes and Indian housing authorities throughout the country. Gibson brings a wealth of experience in a variety of areas, which spans 25 years of direct experience with Indian tribes. Although she has worked extensively in creating and managing Indian housing authorities, Gibson has developed and implemented programs in economic development, community facility development, low-income housing tax credits, cultural resources, homebuyer education, drug elimination, health, social services, and law enforcement. During her career she has had full responsibility as a planning and economic development director and as the executive director for four housing authorities. She has also successfully implemented IHA financing and the Section 184 Guaranteed Loan Program with various banks. Since 1992, Gibson has devoted a major portion of her time to developing housing counseling and homebuyer education programs for Native communities. Her work has resulted in the development of various curricula and homebuyer education training courses for Native communities.
