Andrew has been a practitioner in the mortgage industry since 1982 with a professional focus on entry level, affordable housing in the mortgage field with regional (Southwest) and national positions. Working with senior management in the mortgage industry he helped them identify opportunities to deliver products and services focused on expanding credit opportunities to all market segments. With relationships developed at a grass-roots level he worked with local managers to expand product delivery to ethnic minority, immigrant, single-head-of-household and low-income home buyers. His leadership at the market level along with the ability to provide human and capital resources available from banking organizations has provided opportunities to grow both business and community relationships for banks in those markets. While serving as loan services manager for Neighborhood Housing Services of Phoenix, Inc. (NHSP) from 1995 to 1997, Loubert developed the Homebuyer Education Program and curriculum, several loan products and internal policies and procedures associated with lending. He also established NHSP as the first nonprofit mortgage bank in Arizona. In 2006 Loubert formed Community Reinvestment Solutions, Inc. to provide consulting services to banks on Fair Lending, CRA and community lending. He also provides services to nonprofit organizations that need board development; program and product development; portfolio management; and program reviews. Andrew lectures nationally at the NeighborWorks America training institutes held throughout the year. He currently serves as president of the Arizona Housing Counseling Collaborative, as director at NHS Phoenix and on several local advisory groups. |
