Rick Harper, director of Housing and vice-president of Program Services for CCCS of San Francisco, has been actively involved in real estate finance and community development for the majority of his career. He was formerly associated with Pacific Coast Savings of San Francisco as executive vice president and chief lending officer, and with Gateway Bank where he served as president.

Harper has been very active in the development of community housing policy and administration, both locally and nationally, with over 35 years of experience. He is the founder of the Housing Education Program, a division of the Consumer Credit Counseling Service of San Francisco, and has been recognized by HUD for his contributions to homeownership. He has served on the Housing Committee for the National Foundation for Credit Counseling and the Community Technology Council at Fannie Mae, and he currently serves on the Advisory Council for the NeighborWorks Center for Homeownership Education and Counseling (NCHEC).

Harper is chairman of the Board for HomeownershipSF, a non-profit collaborative serving the city of San Francisco. He is also a member of the faculty of NeighborWorks America, where he has instructed for the past nine years and is a recipient of the Kenneth Jones Excellence in Training Award. Harper teaches foreclosure prevention, credit counseling and fair credit reporting, and reverse mortgage counseling courses.

Harper received his BA and JD degrees from Wake Forest University. He is a past member of the North Carolina and Florida Bar Associations.
