| Ned Epstein is a partner in the firm of JTE Realty Associates LLC. a Boston area real estate and affordable housing consulting firm established in 2000. He joined the firm in January of 2005. Prior to joining JTE Realty Associates, Mr. Epstein was a partner at Housing Partners, Inc. Mr. Epstein has consulted to numerous public and private clients across the country, specializing in all facets of asset management, property recapitalizations, real estate workouts and disposition strategies and in the management of large portfolios of subsidized housing for public and private owners, including public housing. Clients in this area have included the U.S. Department of Defense (Military Family Housing), the U.S. Department of Housing and Urban Development (HUD), Standard & Poor’s, the National Council of State Housing Finance Agencies, several State Housing Finance Agencies as well as a number of Public Housing Authorities across the country. Mr. Epstein has also represented a variety of private and non-profit clients in the area of asset management, portfolio evaluations and recapitalizations.
Previously, Mr. Epstein was Director of Multifamily Asset Management of the Massachusetts Housing Finance Agency from 1984 until January of 1995, responsible for the physical and financial operating viability of the agency’s $3 billion multifamily mortgage portfolio comprised of over 500 developments and 50,000 units. .
Mr. Epstein is a frequent panelist on asset management and recapitalization strategies presented by national advocacy trade organizations including the National Counsel of State Housing Finance Agencies, and National Association of Housing and Redevelopment Officials. He has also provided expert testimony to congressional committees on topics related to asset management and recapitalization strategies. The HUD Assistant Secretary for Public and Indian Housing appointed Mr. Epstein in 2004 to the Public Housing Negotiated Rule Making Committee for the Public Housing Operating Subsidy. The proposed rule, published in April of 2005, will require PHAs to convert to a property-based asset management model over the next several years.
Mr. Epstein holds a BA in Political Science with honors and a Masters of Urban Affairs from Boston University.
