Aseem Nigam is a member of the senior management team of Fairfax County’s Department of Housing and Community Development which plans, implements, administers and evaluates County-wide housing and community developments/ revitalization strategies, programs and services. Mr. Nigam’s division is responsible for bond underwriting procedures and overseeing the issuance of tax-exempt bonds and the syndication of low-income housing tax credits. It also establishes financing policies and procedures in accordance with FCRHA, county, state and federal, and lender/Investor requirements. Before joining HCD, Mr. Nigam was with the government of the District of Columbia, where he was Senior Manager with the Office of the Deputy Mayor for Planning & Economic Development. In that capacity, he managed day-to-day operations of a revenue bond program portfolio that aggregated $5 billion, including transactional analysis, regulatory review process, and overall management of projects involving the issuance of 501(C) (3) and Enterprise Zone Facility Bonds. He also was responsible for developing new products by leveraging tax incentives, providing business technical assistance, evaluating commercial development proposals, and advising on special legislation matters. Prior to joining the District of Columbia government, he was an underwriter with the Enterprise Social Investment Corporation (ESIC), where he was responsible for underwriting and providing equity for projects utilizing low-income housing tax credits in states around the U.S. Before he joined ESIC, Mr. Nigam was a consultant to the World Bank in Washington, D.C. Mr. Nigam has been a member of the Mayor’s Blue Ribbon Incentives Group. He also has served on the board of directors of the Council of Development Finance Agencies. Aseem Nigam holds an MBA in Finance and an M.S. (Information Systems) from the University of Baltimore in Baltimore, Maryland.
