Tom Phelan, PhD teaches and designs course and curriculum for emergency management programs at several colleges. Phelan was awarded the New York State Senate Liberty Award for his service at Ground Zero from September 11 - 23, 2001 and was appointed in August 2002 to the IBM Crisis Response Team, which provides humanitarian relief efforts throughout the world. Phelan serves on the editorial advisory boards for Disaster Recovery Journal and Emergency Management Canada. Phelan is training director for Private & Public Businesses, Inc., a St. Louis-based organization which promotes public/private sponsorships through training and information sharing.
