| NeighborWorks Organizations Manage Tough Tax Credit Market With Innovative Financing Structures |

With the country’s attention zeroed in on the foreclosure crisis in single-family housing, little notice is being paid to how difficult the market has become for the nation’s non-profit housing developers to bring new affordable rental housing on-line, or to rehabilitate substandard apartment units.
An informal survey of members of the NeighborWorks Multifamily Initiative, a group of nonprofit apartment developers and managers with more than 65,000 units under ownership, suggests that while times are tough for the single-family market, they are no less difficult for multifamily housing. More Than 200 Register for NeighborWorks Foreclosure Intervention Counseling Training

More than 200 counselors from organizations around the country registered for up to five days of foreclosure intervention counseling training delivered by NeighborWorks America through its Center for Homeownership Education and Counseling April 14-18. The training is part of NeighborWorks America’s national effort to equip counselors in communities around the country with the information they need to assist families facing foreclosure. The training is provided as part of the $180 million in funds appropriated by Congress to strengthen foreclosure counseling services across the country. Learn more.

| For over 20 years, NeighborWorks member organization Columbus Housing Partnership has developed more than 2,000 units of affordable housing in Central Ohio. In the last two years, Columbus Housing Partnership has been exploring environmentally friendly and sustainable design applications, including development of a high standard, energy efficient home in the city that meets the U.S. Green Building Council’s rigorous LEED standard. Foreclosures Taking a Big Toll on City Finances, Poll Shows
|
|
Nearly two-thirds of the cities recently polled by the National League of Cities (NLC) reported that foreclosures had increased in their communities over the past year. One-third of the cities also reported an increase in abandoned or vacant properties and other forms of blight. “In one community in Charlotte, N.C., 115 out of 123 homes were boarded up,” said Cynthia McCollum, president of the NLC. “Where there are widespread foreclosures, cities must ensure the safety of the residents still living in the community, must keep the grass mowed and stop vandalism.” The results of the NLC’s survey, published in the National Association of Homebuilders' Nation’s Building News Online, represent more than 200 cities. Newark Neighborhood Preservation Patrol Day a Huge Success
Volunteers Tear Down Foreclosure Scam Signs, Promote HOPE NOW |
| On Saturday, April 5, more than 150 people participated in a volunteer effort in all five wards in Newark and in the City of Irvington in New Jersey, taking down foreclosure scam signs and distributing information about where residents can turn for responsible help. The volunteers were all wearing bright orange t-shirts with the NeighborWorks Ad Council PSA slogan, "Nothing is Worse than Doing Nothing" on the front and the 888.995.HOPE number on the back. Newark's Mayor Cory Booker, NeighborWorks America District Director Deborah Boatright, several members of the Newark Municipal Council and other community leaders applauded their efforts in a news conference. | NeighborWorks America Joins with Prince George’s County, Maryland, to Prevent Foreclosure and Promote Sustainable Homeownership |
| NeighborWorks America and Prince George’s County announced a new alliance to prevent home foreclosure in the county that involves training of more housing counselors and coordination in the development and utilization of home mortgage rescue funds. Under the agreement, NeighborWorks America pledged to connect the Prince George’s County Homeownership Preservation Coalition to resources such as the National Ad Council campaign and to 1-888-995-HOPE, the Homeowner’s
HOPE
Hotline. In addition, NeighborWorks will provide up to 10 scholarships for key Prince George’s County community leaders and community service providers to attend NeighborWorks Training Institutes conducted in 2008. Learn more |

NeighborWorks America announces its new NeighborWorks Paints! community building effort, the first event in a series of weeklong community celebration and education events around the country that will kick off the 25th annual NeighborWorks Week from June 7-14, 2008. The NeighborWorks Paints! initiative is comprised of more than 60 local NeighborWorks organizations that will collectively use several hundred gallons of paint to beautify and preserve neighborhoods from Jacksonville, Florida, to Aberdeen, Washington, and Anchorage, Alaska, to San Juan, Puerto Rico. | NeighborWorks America CEO Ken Wade Testifies Before Congress on Efforts to Stem the Foreclosure Crisis |
|
On April 16, NeighborWorks CEO Ken Wade was one of 15 witnesses sharing various views on a House bill that would require loan mortgage servicers to contact and work with borrowers on the brink of foreclosure. In his testimony before the House Financial Services Subcommittee on Housing and Community Opportunity, Wade called for more loan modifications, refinancing and other flexibility on the part of mortgage lenders and servicers, as well as more foreclosure prevention counselors in areas of highest risk. On April 10, Wade also testified before the Senate Appropriations Subcommittee on Transportation, Housing and Urban Development and Related Agencies. His testimony focused on the precipitous rise in foreclosures and the essential role that FHA and others have to play in providing tools to not only keep families in their homes, but also advance more sustainable, livable communities.

| Senate Passes Mortgage Relief Bill |
| The Senate has passed
the Foreclosure Prevention Act
that would
provide tax breaks to home builders and buyers of foreclosed properties. It would provide $4 billion for local governments to buy and fix up abandoned properties, a provision that is intended to prevent neighborhood blight. The Senate measure also includes a number of other provisions, including
state authority to issue an additional $10.9 billion in tax-exempt bonds to refinance sub-prime mortgages and provide mortgages for first-time home buyers; $180 million for counselors to help borrowers avoid foreclosure; increasing the length of time a lender must wait before beginning foreclosure proceedings on a home owned by returning war veterans; and permanently raising the amount of the maximum mortgage that can be backed by the Federal Housing Administration. | President Bush's Visit to New Jersey Featured NeighborWorks Foreclosure Efforts |

President Bush visited the Novadebt counseling center in Freehold, New Jersey on April 4 to meet with housing counselors who are helping struggling homeowners and discuss the housing market. He also met with a homeowner who successfully avoided foreclosure because of the hard work of NeighborWorks network member Brand New Day, Inc. (Elizabeth, NJ). NeighborWorks America Director of National Homeownership Programs Marietta Rodriguez and mortgage counselor Penny Meredith of Brand New Day participated in the meeting.

| Members of Congress Visit NeighborWorks Network Organizations to Discuss Foreclosure Legislation |

On March 27, U.S. Senator Christopher Dodd (CT) visited Neighborhood Housing Services (NHS) of New Britain, a NeighborWorks America member organization in Connecticut, to discuss his efforts to address the housing crisis. Dodd’s tour stop to the organization was part of an effort to promote his Hope for Homeowners Act that would create a housing-security program to help with buyouts of existing mortgages, so those who face foreclosure could pay mortgages at modified interest rates. House Financial Services Committee chairman, Congressman Barney Frank (MA), visited NeighborWorks network member organization Portland Housing Center, on April 18 and spoke to an audience of housing advocates about his committee's work to ease the subprime crisis. Congressman Frank's bill, the FHA Housing Stabilization and Homeownership Retention Act would revise the Federal Housing Administration's underwriting standards to allow the hardest-pressed homeowners to qualify for government-backed loans. This voluntary program would permit FHA to provide up to $300 billion in new guarantees to help refinance at-risk borrowers into viable mortgages. For those communities hard hit by foreclosures, the Committee approved a $15 billion loan and grant program for local governments to purchase foreclosed homes. Learn more.

| New Acting HUD Secretary Announced |
|
U.S. Small Business Administration (SBA) Administrator Steven Preston has been selected to succeed outgoing HUD Secretary Alphonso Jackson, whose resignation took effect April 18, 2007. Prior to joining SBA, Preston was executive vice president of The ServiceMaster Company. Earlier, he was a senior vice president and treasurer of First Data Corp., and an investment banker at Lehman Brothers. He was sworn in as SBA administrator July 11, 2006. Preston’s reputation of steady management, a strong financial background, and good relations with Capitol Hill will help according to SBA sources. The prior Deputy Secretary for HUD has been named Acting Secretary, pending Steven Preston's confirmation by the Senate.

The Urban Land Institute (ULI) J. Ronald Terwilliger Center for Workforce Housing Models of Excellence Award recognizes exemplary developments that meet workforce housing needs in high cost communities. To be eligible for this award, the development must:
- Be completed or in stabilized construction and be financially viable
- Include at least 25 percent of the total units affordable to families making between 60 and 120 percent of area median income (AMI)
- Be located near major centers of employment and/or transportation hubs
- Consist of at least 25 units
- Be located in the United States

The HOPE Awards is a national industry awards program that recognizes individuals and organizations that are making outstanding contributions to increase minority homeownership, revitalize communities and expand affordable housing opportunities.
HOPE Awards Winners receive a $10,000 honorarium, national media coverage, paid travel expenses to attend and speak at a minority housing symposium, recognition at the HOPE Awards Gala in May 2009 in Washington, D.C., and much more.

Foreclosure Basics E-Course Coming Soon!

As the demand for experienced and knowledgeable foreclosure counselors increases, the need for additional or enhanced training is critical to build capacity among housing counselors. To help busy practitioners get the valuable training they need to keep pace with growing demand, NCHEC will soon offer an e-learning foreclosure basics course. From office desktops or home computers, practitioners will be able to learn mortgage lending procedures, including loan origination, loan servicing and collections. Course participants will be able to supplement this e-learning course with on site learning opportunities available at a NeighborWorks Training Institute or a place-based training event in their region. NeighborWorks will announce further details on how to register for, participate in and complete this valuable learning tool in May.

| NeighborWorks Announces Operation of CounselorMax™ Case Management Tool for Housing Counselors |
|
Recognizing that we could bring greater efficiency to our own reporting, and could provide enhanced information management tools to the homeownership counseling industry, in 2005, NeighborWorks America began extensively researching opportunities to consolidate existing technical tools used in the industry. As a result, we recently acquired CounselorMax from EMT Applications. CounselorMax automates administrative tasks and record-keeping associated with housing counseling, including outreach and intake efforts, scheduling and tracking consumer classes and reporting. For CounselorMax users, operational transition has been seamless – all current support will continue remain available.
In 2008 NeighborWorks America, through the NeighborWorks Center for Homeownership Education and Counseling (NCHEC), will concentrate heavily on web-based business applications for the counseling industry. Special attention will be given to data collection, measurement and existing client management systems. The purpose is to better understand business processes, create efficiencies, identify system gaps and train counselors on how to effectively use such systems. | Resource Guide on Green Multifamily Housing Available |
| Local Initiatives Support Corporation (LISC) and Build it Green have published Green Rehabilitation of Multifamily Rental Properties, a resource guide for multifamily affordable housing providers and their consultants in preparing a green physical needs assessment. The Guide provides recommendations for housing rehabilitation that incorporates green building principles of energy efficiency, water conservation, resource conservation, and healthy indoor environments. | Annual Report on Housing Affordability and Availability: Out of Reach 2007-2008 |
| The National Low Income Housing Coalition has released Out of Reach 2007-2008, the organization's annual report on housing affordability and availability at the national, state, and local levels. As its primary measure of affordability, the report uses the "housing wage"— the hourly wage a worker must earn to afford a two-bedroom apartment in that worker's local community. Since NLIHC's Out of Reach 2006, the housing wage has increased by more than a third, from $16.31 an hour to $17.32. The national average hourly wage for all workers is $16, and the average hourly wage for all renters is $13.94. The current Out of Reach found that there is no jurisdiction in America where a full-time worker earning the minimum wage can afford a one-bedroom apartment. For more information, click here. |
