Loan Product Pilot for Affordable Housing Unveiled

Federal Reserve Governor and Neighborhood Reinvestment Corporation Board Chair Edward M. Gramlich announced an innovative loan product pilot developed through a collaboration among Neighborhood Housing Services of America (NHSA), Neighborhood Reinvestment Corporation and Fannie Mae. In this pilot, the second mortgages made by local NeighborWorks organizations would be purchased by NHSA and sold to Fannie Mae at their cash window. This second mortgage product greatly increases the availability of funds for down payments, which is is the biggest barrier to homeownership for low-income families.

The announcement was part of a 30th anniversary recognition breakfast for NHSA held this week in Washington D.C. NHSA also used the event to announce its new e-commerce Web site, www.nhsaonline.org. View Governor Gramlich's remarks.

 
Community Action Project of Tulsa Wins Innovation Grant for Web-Based Benefits Screening Tool

The Center for Financial Services Innovation announced awards totaling approximately $500,000 to four applicants offering a range of programs to better serve the underbanked across the country. Community Action Project, a Tulsa, Oklahoma, NeighborWorks organization, was among the awardees. The organization received funds for their Web-based benefits eligibility screening tool, for use by low-income Oklahomans via employers, to link government benefits to savings products at area banks and credit unions.

 
Wells Fargo Housing Foundation Announces Grant Awards for NeighborWorks HomeOwnership Centers
The Wells Fargo Housing Foundation recently announced that $335,730 in grants will be awarded to 28 NeighborWorks HomeOwnership Centers in key Wells Fargo markets. Grants will support a variety of Center activities including: technology upgrades, financial fitness programs, homebuyer education and pre- and post-purchase counseling and general operating support. This is the second consecutive year that Wells Fargo has instituted a proposal process for HomeOwnership Centers in their key markets and the fourth year that they have supported HomeOwnership Centers nationally.

As Native Americans Gather to Celebrate Museum Opening, Housing Issues on Reservations Remain a Challenge

Thousands of Native Americans, many dressed in tribal garb, gathered on the National Mall in Washington, D.C., on September 21, to celebrate the opening of the Smithsonian Institution's Museum of the American Indian. The National American Indian Housing Council used the occasion to release a report that found overcrowding and substandard housing a continuing problem on many Indian reservations. Navajo Partnership for Housing Nears 200th Loan
The Navajo Partnership for Housing (NPH) is nearing its landmark 200th loan in some of the toughest lending areas in the country, according to an article in the New Mexico Business Weekly. The NeighborWorks organization's mix of first and second mortgages, construction loans and grants has provided $6.8 million in housing finance on the Navajo Nation, which sprawls through New Mexico, Arizona and Utah. Speaking before a recent congressional housing hearing held in Tuba City, Ariz. Executive Director Richard Kontz told lawmakers that NPH has a staff of 17 and a budget of $900,000. "When a Navajo resident is considering 'private' homeownership, he or she will most often seek guidance and assistance from NPH. This assistance includes homebuyer education and counseling, (and) technical assistance in navigating through the bureaucracy of the Navajo Nation government and the Bureau of Indian Affairs. NPH also provides access to various forms of down-payment and closing cost assistance," Kontz explained. View article.
 
Green Building Can Drive Up Costs for Affordable Developers
Environmental awareness is finding a niche in traditionally conservative business sectors, including construction, reports the Nashville Business Journal. "Greening" a house, however, can add up to four percent to construction costs.

"Developers have to absorb the higher costs, which they may or may not be able to pass on to the buyer," says Steve Neighbors, president of The Home Company, an arm of Affordable Housing Resources, a NeighborWorks organization providing affordable housing and home-purchasing assistance to families with incomes below the Nashville median. Neighbors says creative solutions can keep environmentally-friendly houses reasonably priced. View article.
 
NCC's Kim Kimlin Featured in Fannie Mae Foundation Annual Report

Kim Kimlin, executive director of Neighborhood Capital Corporation, was featured in the 2003 annual report of the Fannie Mae Foundation. The foundation reported: "People come to her with good ideas for making their communities better places to live, for giving working families opportunities to have homes they can afford. But these good ideas arrive without support — no land, no buildings, sometimes not even drawings. Kim, as executive director of Neighborhood Capital Corporation (NCC), supplies the resources to make the good ideas come alive." Created in 2001 by the members of Neighborhood Reinvestment Corporation’s Multifamily Initiative, NCC is a community development financial institution (CDFI) with a mission of serving NeighborWorks organizations that are members of the Initiative. NCC does that by providing the capital that organizations need to acquire, develop, finance, or own affordable multifamily properties.

Manna's Mouldin Stresses Community Organizing in Shelterforce Interview

Shelterforce magazine is publishing a series of interviews with community development professionals about their experiences in local communities. In a recent issue, Dominic Moulden, executive director of Manna CDC, a Washington, D.C., NeighborWorks member, talked about the importance of community organizing. “You can’t be afraid of organizing… because when you’re face to face with poverty and injustice, you can’t romanticize it just because you’ve built 500 units of housing,” says Molden. "Organizing is instrumental in educating and motivating community residents to gain the understanding and the tools to fight for change." View article.

 
Home Depot Foundation Contributes $50,000 to New York City NHS
Home Depot recently opened Manhattan's largest home improvement store. As part of its commitment to the Manhattan community, The Home Depot Foundation has given a $50,000 grant to New York City Neighborhood Housing Services. The NHS, one of the largest organizations in the NeighborWorks network, has developed more than 60,000 housing units since its inception.
 
NCC Loan to Support Mixed-Use Project in Gilroy, CA
South County Housing Corporation, a NeighborWorks organization in Gilroy, California, will finance its new Gilroy Cannery mixed-use, mixed-income development with a $350,000 pre-development loan from Neighborhood Capital Corporation.

Senate VA-HUD Appropriations Committee Passes Appropriations Bill
The Senate’s VA-HUD Appropriations Subcommittee passed its appropriation bill, which designates the funding for Neighborhood Reinvestment Corporation and other Congressionally-funded programs in the VA-HUD appropriation. Funding levels for major programs have not been released. View update.
 
Hispanic Caucus Focuses on Homeownership

Neighborhood Reinvestment Corporation participated in the Congressional Hispanic Caucus Institute’s Issues Conference held September 13. Representative Nydia Velazquez (D-NY) led the forum on “Increasing Hispanic Homeownership: Barriers and Strategies for Success.” Nelson Merced, Neighborhood Reinvestment’s director of National Initiatives and Applied Research, offered comments on cultural barriers to homeownership as well as the importance of high-quality homebuyer education. CDFI Fund Announces 2004 Awards

The Community Development Financial Institutions Fund (CDFI) recently announced 21 awards totaling $929,506 under the technical assistance component of its program. These awards provide grants to CDFIs and entities proposing to become CDFIs in order to build their capacity to better address the community development finance needs of their communities. Rainbow Community Organization, Inc. (d.b.a. Project Renew), a NeighborWorks organization, was among the technical assistance awardees this year. The Fort Wayne, Indiana, organization won a $50,000 grant to purchase needed technology; to obtain consulting services to assist with a market analysis, lending and financial management systems, and development of microbusiness lending; and for staff and board training.

Close to 50 banks and thrifts were awarded $17 million for the Bank Enterprise Awards program at the Community Development Financial Institutions Fund. These are very flexible awards: some financial institutions have used these funds for grants to CDC projects or loan funds. For more information about this year's awardees, visit www.cdfifund.gov.

 
CRA Comment Period Extended to October 20
The FDIC has just announced an extension of the comment period for proposed changes to the Community Reinvestment Act to October 20. Brownfields Cleanup Grants-- November 12
The Environmental Protection Agency will make more than 200 awards for the clean up and revitalization of brownfields sites, with $100 million available. Nonprofits are eligible for some of the clean-up grants. View guidelines.
 
Applications for the 2005 Rudy Bruner Award for Urban Excellence -- December 13
The Rudy Bruner Award (RBA) is given to urban places that demonstrate the successful integration of effective processes, meaningful values and good designs. RBA winners are distinguished by their social, economic and contextual contributions to the urban environment, and often provide innovative solutions to our cities most challenging problems. Center for Responsible Lending: Rural Families Hit Hard by Predatory Lenders

The Center for Responsible Lending's latest research provides a disturbing indication that predatory lenders are draining hard-earned wealth from rural families. Read the study's key findings (pdf).
Rural homeowners are more likely than similar urban borrowers to have subprime mortgages with prepayment penalties imposed for three years or longer. A majority of rural borrowers who received subprime home loans in 2002 -- nearly 63 percent -- had a prepayment penalty with a term of two years or longer. The disparity appears to be widening over time. In 2000, rural subprime homeowners were eight percent more likely than similar urban borrowers to receive a prepayment penalty
with a term of at least five years. By 2002, the difference had climbed to 20 percent.

Design Advisor: Showcasing Good Design in Affordable Housing Development

The generously illustrated Design Advisor Web site showcases attractive design in affordable housing development. For example, at one Los Angeles apartment complex which houses families with low and very low incomes, someone observed that people needed a place to sit next to the play area and that this could be accomplished by simply thickening the concrete edge which kept the sand in the play area.
