NeighborWorks Accelerates Foreclosure
Prevention Efforts

The national prevention awareness campaign sponsored by NeighborWorks America and The Ad Council is showing results. The Homeowner’s HOPE hotline, provided by the Homeownership Preservation Foundation (HPF) and involving many of the country’s largest mortgage market companies, answered 60,000 calls in the third quarter of this year. This is double the amount received in the previous quarter and ten times the amount answered in the same quarter of 2006.
“Troubled homeowners are more aware of our services because of the intense media coverage surrounding the foreclosure crises,” says Colleen Hernandez, president and executive director of the HPF in an article in DSNews.com.
NeighborWorks foreclosure solutions work continues to gain momentum at the regional and national levels. Ken Wade, NeighborWorks America CEO, joined Treasury Secretary Paulson and Housing Secretary Jackson this month in announcing a new national alliance to reach and help as many homeowners facing foreclosure as possible.
HOPE NOW is a coordinated effort of counselors, mortgage market participants, and mortgage servicers.
NeighborWorks America, in partnership with the Congressional Hispanic Caucus Institute’s National Housing Initiative, released the findings of eight national focus groups and proposed its recommendations on how to prevent Latino home foreclosures.
Some of NeighborWorks activities are focused on foreclosure "hotspot" states such as Michigan (see Ken Wade speech) and Ohio (see Forbes article). Last month,
nearly 20 NeighborWorks organizations, located in New York, New Jersey, and Puerto Rico, held informational events in their communities urging residents to take action to prevent foreclosure.
Other activities are focused on developing new resources, such as a new foreclosure prevention video developed with the Federal Reserve Bank of Atlanta.

| Southern California NeighborWorks Organizations Sort Through Rubble of Fires |
|
An outbreak of wildfires in Southern California has destroyed more than half a million acres across seven counties and more than 2,767 structures, including 2,000 homes. Three NeighborWorks organizations are located in the region of the fires — Community HousingWorks in San Diego, NHS of Orange County, and NHS of the Inland Empire. In addition, the NeighborWorks Pacific district office is located less than ten miles from the Santiago fire in Orange County. As of this date, all NeighborWorks district and organization staff are safe and none have lost their homes. Any changes in this status report will be made available on the NeighborWorks Web site.

CitiMortgage Announces $200 Million Mortgage Program for Washington, D.C. Residents Through Neighborhood Housing Services of America Mortgage Program

Beginning with a $200 million commitment, leaders in the financial services industry launched an innovative mortgage program designed to make 30-year fixed-rate mortgages available to eligible District of Columbia residents with little or no credit history.
CitiMortgage, Inc. (a division of Citi), First American Corporation, Neighborhood Housing Services of America (NHSA), Just Price Solutions (JPS) and State Farm® announced the R-Home mortgage program. The program offers an automated and streamlined way of evaluating and verifying borrowers' creditworthiness using alternative forms of payment history, such as rent, utilities and child care payments which will provide increased access to stable 30-year fixed-rate mortgages for consumers without traditional credit histories.
Initially, the mortgages will be available to consumers in the District of Columbia where it is estimated that the program could serve 2,000 consumers.

| NeighborWorks America Announces $300,000 in Community Building and Organizing Grants to Gulf Coast Partners |
|
NeighborWorks America awarded $30,000 grants each to 10 nonprofit organizations to strengthen their capacity to engage Gulf Coast residents in local rebuilding efforts. “Residents must have a seat at the table to ensure that rebuilding efforts meet the needs of all families,” said NeighborWorks America CEO Ken Wade. NeighborWorks and its partners have more than 4,500 affordable housing units in development or predevelopment in Gulf Coast communities. View news release.

NeighborWorks Group in Connecticut Breaks Ground on Senior Housing

Construction of the first local affordable housing development for senior citizens in at least a decade is set to get under way this month in Fairfield, Connecticut, according to Connecticut Post Online. The town and Mutual Housing Association of Southwestern Connecticut held a ground breaking ceremony for the
development, which will offer 10 one-bedroom apartments. View article.

| Community Ventures Corp. Receives $45 Million in New Market Tax Credits for Statewide Distribution |
Community Ventures Corporation (CVC), a Kentucky NeighborWorks affiliate, was the only Kentucky-based organization selected to receive funding in this round of the New Market Tax Credits (NMTC) program, a $45 million allocation. CVC will use its NMTC funds for lending in non-metropolitan counties in Appalachia and economically distressed urban areas. CVC will make loans to commercial real estate projects, community facilities and small businesses through flexible underwriting, below market rate pricing, longer amortization periods and extended loan terms. Additionally, CVC will create a new loan product that provides business loans in the form of working capital to nonprofit community development corporations to facilitate the development of affordable homeownership opportunities.

| New HUD Rulings Focus on Section 8 Housing Choice Vouchers, Indian Housing |
|
This month, HUD issued two final rules of interest to the affordable housing industry. One
authorizes the use of voucher
homeownership assistance for the
purchase of units not yet under
construction at the time the family
contracts to purchase the home. HUD asserts this
revision will expand the housing
choices available to families
participating in the homeownership
option under the Housing Choice Voucher program. View final rule [PDF].
Another ruling amends the Indian Housing Block Grant (IHBG) program regulations on the use of IHBG tenant-based assistance in low income housing tax credit properties. The rule makes clear that IHBG funds are to be treated like Section 8 housing choice vouchers in Low Income Housing Tax Credit (LIHTC) properties. View final rule [PDF]

| Historic Preservation Tax Incentives Program Has Online Resources |
|
Since 1976, the National Park Service (NPS) has administered the Federal Historic Preservation Tax Incentives Program, also known as "the 20 percent tax credit." In partnership with the Internal Revenue Service and with State Historic Preservation Offices, NPS has approved tens of thousands of rehabilitation projects, representing billions of dollars in private investment.
The incentives reward private investment in rehabilitating historic properties such as offices, rental housing, and retail stores. Abandoned or under-used schools, warehouses, factories, churches, retail stores, apartments, hotels, houses, and offices in many cities have been restored to life in a manner that retains their historic character. The Preservation Tax Incentives have also helped to create moderate and low-income housing in historic buildings.

Over the past two months, the National Advisory Council has been actively promoting adoption of the National Industry Standards for Homeownership Education and Counseling at various events and meeting activities. The guidelines represent a baseline measurement for what stands as quality homeownership education and counseling. Nationwide support and adoption of these standards will spearhead stability industrywide in how homeownership training and counseling services are provided.
