Congressman Westmoreland to Announce Military Home Buying Effort with Freddie Mac, NeighborWorks Columbus

Congressman Lynn A. Westmoreland (GA), Freddie Mac and NeighborWorks Columbus have joined forces in announcing Home Possible Mortgages, an initiative expanding homeownership opportunities for military families with limited credit or down payment. View news release.

 
NeighborWorks America Names Deborah Boatright Northeast District Director;
Opens District Office in New York City

NeighborWorks America has named Deborah Boatright as district director of its Northeast district office. The office recently moved to New York City from Ithaca, N.Y., as part of a strategic initiative designed to enhance district-level services to members of the NeighborWorks network. Loans for Gulf Rebuilding Region Approved by NHSA/CDFI

Neighborhood Housing Services of America-Community Development Financial Institution (NHSA-CDFI) has approved the following Gulf loans for two NeighborWorks organizations:

1) $1 million interim development loan to DASH for LaGrange, Georgia, to be used for construction financing and subdivision development in projects in both Alabama and Mississippi.

2) $1 million interim development loan to Affordable Housing Resources (AHR), a NeighborWorks organization in Nashville, Tennessee, to be used for subdivision development and land acquisition.

Appropriations Update: Congress Has Not Yet Approved Fiscal Year 2007 Spending Bill, Which Includes Funding for NeighborWorks America

Congress has not yet approved the Fiscal Year 2007 Transportation, Treasury, and Housing and Urban Development, the Judiciary, District of Columbia and Independent Agencies Appropriations Act, which includes funding for NeighborWorks America, necessitating a continuing resolution (CR). The current CR funds NeighborWorks America through November 17 at Fiscal 2006 levels. For FY 2006, NeighborWorks America received $116,820,000. For Fiscal Year 2007, NeighborWorks America is proposed in the House and Senate at $119,790,000.

Congress has drafted a second CR that would fund agencies through December 8. Congress is currently in a “lame-duck” session, where multiple appropriations bills and other pieces of legislation require attention over a short period of time.

NeighborWorks America’s Public Policy and Legislative Affairs staff will continue to track the appropriations process for Fiscal Year 2007 until its completion. For questions, please contact Michael Butchko at 202-220-2362, or mbutchko@nw.org.

Congressional Hispanic Caucus Institute (CHCI) Launches Mid-Career Fellowship Program to Bridge Hispanic HomeOwnership Divide -- Deadline: December 1, 2006

HOGAR Housing Fellowship:
The fellowship program focuses on expanding the accessibility of homeownership to Latinos by employing an innovative bi-partisan, multi-tiered strategy to identify and develop solutions to address the current obstacles faced by Hispanics.

The fellowship is for two years and salary based on professional experience.

Enterprise Community Partners, in Partnership with the Natural Resources Defense Council, Will Award Planning Grants of up to $5,000

Enterprise Community Partners will award planning grants of up to $5,000, through Green Communities, to affordable housing developers of environmentally healthy homes for low-income families in the United States. The grant will cover the cost of facilitating a charrette during pre-development and a post-construction sustainability training session. 

Applications are accepted on a rolling basis and proposals are reviewed three times a year.

Green Communities, the first national green building program focused entirely on affordable housing, has announced the Charrette Grants, a program that offers up to $5,000 to assist housing developers with integrating green building systems in their developments and engage in a serious discussion of green design possibilities.

Funds may be used to cover the cost of conducting a Green Communities Charrette or training.  Expenses include: pre-qualified consultant fee for facilitation; consultant travel costs, not to exceed $1,000; meeting preparation costs, such as creating invitations, meeting and follow-up materials as well as venue and meals, not to exceed $800.

A Comprehensive Counseling and Education Resource for Housing Counselors and Their Clients

NeighborWorks® Center for Homeownership Education and Counseling (NCHEC), in partnership with E*Trade Financial, has launched an exciting and highly useful new Web Site to support homeownership education and counseling efforts across the country. Based on the nationally recognized curriculum from NCHEC’s pre-purchase consumer manual Realizing the American Dream, Keys to My Home (www.keystomyhome.org, or accessible through www.nw.org/nchec) has calculators, learning modules, and comparison tools that are easy to use, clearly designed, and free to practitioners and their clients.  Keys to My Home is poised to become a cornerstone educational resource for housing counselors and their clients. There is now a Spanish version of this Web site.

Community Development Field Should Be Proactive In Immigrant Neighborhoods

Most research on immigration suggests that politicized statements about the negative impact
caused by immigrants in the U.S. "are largely unfounded" -- argues Carolina Reid in Crossing Borders, Creating Communities: Immigration Trends and their Implications for Community Development. The National Research Council study’s ‘immigration balance sheet’ suggests that immigration provides the U.S. a net benefit of around $80,000 per immigrant, or as much as $10 billion annually.

For the community development field, the challenge is to respond to the growth, diversity and settlement patterns of immigrants proactively and ensure that they are able to access the resources they need to achieve financial security.
