Feature Volunteers beautify Minneapolis block

More than 100 Home Depot volunteers, participating in an event hosted by the NHS of Minneapolis, beautified several blocks of Willow Avenue North as part of National NeighborWorks Week, an annual event held every June. This year, 185 NeighborWorks organizations organized more than 500 events nationwide. Home Depot, the 2005 national home improvement sponsor, brought 1,000 volunteers to 10 events across the country on June 9.

Affordable Housing Concerns Rank Highest on Record: Findings Reflect Fears About Growing Barriers to Homeownership

Affordable housing topped jobs and the economy as an issue of national urgency, according to a new poll released this week by the National Association of Realtors. The concern is at the highest point on record in the poll’s three-year history. “These poll results reflect concern about the increasing costs of homeownership, the barriers to ownership that consumers face, and the public will to address these barriers,” declared NeighborWorks America CEO Ken Wade. Williams Sees 'Spike' in Foreclosures; View Related
Press Release, Discussions and Reports

"We are clearly seeing a spike in foreclosures in a number of our major urban areas," said Julie L. Williams, acting U.S. comptroller of the currency [and NeighborWorks America board member], whose agency regulates the nation's banks. "It can lead to a downward spiral for neighborhoods. If we are not careful, the American dream can quickly turn into the American nightmare." Williams said there may be no more immediate challenge facing community development today than the problem of foreclosures, and they represent a huge challenge for government, financial institutions, and nonprofits dedicated to the goal of expanding homeownership and saving at-risk communities. NeighborWorks America is launching an initiative in Ohio to identify the most common causes of foreclosure and deploy effective prevention and intervention strategies. Ten NeighborWorks organizations across the state are teaming up to develop the program. View press release.

A recent KnowledgePlex online discussion focused on key foreclosure-prevention strategies. Bruce Gottschall, executive director of Neighborhood Housing Services of Chicago, discussed his group's collaboration with the city of Chicago and financial institutions to launch the Homeownership Preservation Initiative. NeighborWorks America Welcomes New Chief Operating Officer
NeighborWorks America announced that Eileen Fitzgerald will assume the role of chief operating officer effective June 20. Fitzgerald, who brings almost 20 years of experience in housing and community development to this position, will oversee NeighborWorks America’s divisions of Field Operations, National Initiatives and Applied Research, Training, Organizational Assessment, and Finance and Administration.

“Ms. Fitzgerald brings a unique blend of strategic leadership, business development and policy expertise,” said Ken Wade, NeighborWorks America CEO. “As we triple the number of homeownership education counselors certified across the nation, strengthen our network of NeighborWorks organizations nationwide, and continually fuel innovations in housing and community development, her leadership and savvy will be invaluable.”

Fitzgerald comes to NeighborWorks America from the Fannie Mae Foundation where she was responsible for program development, strategic management, and alliance and relationship management with key Foundation partners as the Senior Director of National Initiatives.

Arkansas NeighborWorks Group to Renovate Historic Drug Store
The Argenta Drug Store renovation project, led by Argenta Community Development Corporation of Little Rock, Arkansas, was selected from more than 100 applicants and will receive $50,000 in grant funds to substantially rehabilitate the property. The grantor was Restore America: A Salute to Preservation—a collaboration between the Trust and Home & Garden Television—offering more than $1 million in restoration funding. The grant will pay for the restoration of the second floor for residential lofts, not only preserving the local landmark, but boosting economic vitality in a downtown area. View article.
 
New Hampshire NeighborWorks Organization Does Its Own 'Extreme Makeover'
AHEAD, a Littleton, New Hampshire, NeighborWorks organization, completed its own version of "Extreme Makeover, Home Edition" for the Toney family who have lived in their basement for 17 years. As part of NeighborWorks Week, 100 volunteers and 66 businesses from the area donated their time and materials, and worked together to completely finish the house, with furnishings. AHEAD partnered with Project Reach (Littleton's after-school program) on the makeover.
 
Colorado Rural Housing Breaks Ground on Units for Seniors

Colorado Rural Housing Development Corporation, a NeighborWorks organization in Westminster, Colo., broke ground this month on a new senior housing development in Castle, Colorado —
24 cottage-style affordable housing units for those 62 years and older and with incomes at 30 percent of the area median.

The development will consist of single-story, woodframe four- and five-plex units with a community center and a two-bedroom manager's apartment. Each unit will be approximately 540 square feet and will have a living room/dining area, bedroom and bathroom. Along with community center activities, services will include monthly footcare and blood pressure screenings.

Financing for the complex was seeded by the city of Castle and also with $2.2 million in federal grants through the U.S. Department of Housing and Urban Development, the Colorado Division of Housing, and NeighborWorks America.

 
Sacramento Mutual Housing Association Cuts Ribbon on Multifamily Community
NeighborWorks member Sacramento MHA held a grand opening celebration this month for Mutual Housing at Lemon Hill — 74 new townhomes and apartments, spacious common areas, a community center for neighborhood gatherings, and a 25-station computer lab. With SMHA community organizers on-site, the complex will serve as the hub for a broad range of neighborhood improvement initiatives.
 
Mudd to Lead Fannie Mae, Promises to 'Regain Trust'

Fannie Mae announced that Daniel H. Mudd, who since December has served as the company's interim chief executive, would keep the job permanently. Mudd has pledged to change the culture of the company in the wake of last year's accounting scandal and set the hiring of a corporate ethics officer as one of his top priorities, according to the Washington Post. In recent weeks Mudd has assured Fannie Mae staff and investors that the nation's largest buyer of home loans is on the right track.

House Proposes NeighborWorks America 2006 Funding at $118 Million

On June 15, the House Appropriations Subcommittee on Transportation, Treasury, and Housing and Urban Development, the Judiciary, District of Columbia and Independent Agencies drafted its Fiscal Year 2006 spending bill. While the full bill is not yet published, NeighborWorks America's proposed funding level for FY 2006 is $118 million, level with the President's request, and an increase of
$3 million over the FY 2005 enacted level.

Some other bill highlights include:

  • HUD is funded at $37.5 billion, $1.547 billion above last year's level.
  • Tenant-Based Section 8 vouchers are funded at $15.53 billion, $765 million over last year but $314 million below the administration's request.
  • Project-Based Section 8 is funded at $5.10 billion, $210 million below last year and $16 million above the administration's request.
  • CDBG would stay within HUD, at a level of $4.2 billion, of which $3.86 billion is in formula funds to entitlement communities and states, a reduction of $250 million from the amount for the formula last year.
  • HOME is level funded at $1.9 billion, $41 million below the request, but increases the amount for the formula to participating jurisdictions by $60 million above the requested amount.
  • The bill also allocates $1.34 billion for homeless programs, an increase of $100 million over last year, $285 million for Housing Opportunities for Persons with AIDS (HOPWA), $741 million for Elderly Housing, and $238 million for Housing for Persons with Disabilities.
  • The bill provides $28 million for LISC and Enterprise Foundation Section 4 capacity building, a
    $2 million reduction from FY 2005; and $55 million for CDFI Fund grants (level funding).
  • HOPE VI, Brownfields, YouthBuild, and Section 108 loan guarantees are proposed for elimination in this bill.

This bill is just the beginning of the FY 2006 appropriations process. It now heads to the full appropriations committee markup (slated for later this month), followed by a floor vote before the full House. At the same time, the Senate appropriations subcommittee will draft its bill, which must follow the same process in the Senate. Then these two different bills will be conferenced and/or combined with other spending bills.

Advanced Practitioner Program — Contemporary Issues Course Offering; Organizational Leadership Succession; Washington, D.C., October 16-19

This advanced practitioner course is designed to provide mature organizations with long-tenured executive directors and/or board chairs an opportunity to analyze the organization's vulnerability to leadership change, think about various approaches to leadership change, develop systems to address their organization's situation, and assist those organizations to implement those systems during the six months following this three-day intensive course. KnowledgePlex Chats
On Tuesday, June 28 at 2 p.m. ET, KnowledgePlex and the Urban Markets Initiative will present a chat on the American Community Survey, the cornerstone of the new decennial census. The survey will fill a substantial gap in the federal statistical system: the need for more timely and reliable small geographic area data. Cynthia M. Taeuber will discuss the basics of the American Community Survey, what local information it will offer, and how it differs from the long form.
