Director, Salt Lake City Housing and Neighborhood Development

LuAnn Clark
LuAnn Clark has been working with Salt Lake City government for over 30 years.  Clark has been instrumental in promoting affordable housing and neighborhood revitalization through her leadership with Salt Lake City.

A few of her many accomplishments include leading the city in establishing 2,163 units of affordable and special-needs housing and 357 units of market-rate housing through her administration of the city’s Housing Trust Fund and federal allocations. Clark is responsible for the city’s mortgage portfolio of approximately $38 million dollars and for administering the city’s Capital Improvements Program (CIP), involving approximately $15-20 million annually.  She served on the Salt Lake NHS board for six years.

Clark has been instrumental in helping overcome obstacles to the most challenging affordable housing developments built in Salt Lake.  One specific example is with Salt Lake NHS’ multifamily development, Citifront, 155 units of mixed-income, mixed-use rental housing.  She assisted NHS in securing a $465,000 parking grant from the redevelopment agency and a $1,200,000 low-interest land acquisition loan.  The development would not have happened without these subsidies.  In addition, it was under her leadership that NHS was granted a $285,000 impact fee waiver for the development. 

Clark is consistently at the forefront of the success of NHS developments, fighting hard to ensure that city funds are invested in areas that are in greatest need.

Her passion for what she does for the City and its residents serves as an example of what works in government and how to effectively partner with community groups and leverage dollars that greatly impact community.
