As chief of the Housing Branch of the Office of Management and Budget for 13 years, Steve Redburn oversaw the implementation of innovative programs at HUD and NeighborWorks® America. He saw the value of community development and affordable housing, and he worked diligently to protect programs that assisted low- to moderate-income people achieve economic equality. Redburn remained a fixture through many administrations, always holding fast to the values of equal opportunity for all hard-working people. He led staff responsible for advising the President and his senior staff on all aspects of budget, policy, legislation, and regulations concerning the Department of Housing and Urban Development and other agencies. He provided options and analysis for policy, management, and spending in the areas of housing, community development, and urban policy.
Redburn co-authored Responding to America's Homeless and three books on development policy; academic articles and papers on various public policy topics including economic development, urban affairs, low-income housing, housing finance, and banking; and published numerous government research reports.
Redburn has served on the Coordinating Committee for the Partnership for Regional Livability to help civic leaders address interlocking problems such as pollution, sprawl, and economic competitiveness at a regional level. The committee supports pilot projects in the Chicago, Atlanta, Denver and San Francisco Bay metro areas.
He has received several other awards and honors during his prestigious career, including multiple OMB Senior Executive Service Performance Awards, three awards for OMB Special Performance, and the OMB Outstanding Service Award. He served as a member of the Policy Studies Organization National Council from 1987 to 1988 and was elected a Fellow of the National Academy of Public Administration in 2002.
Upon retiring from the OMB after many years of dedicated service, Redburn now serves as project director for the National Academy of Public Administration and as an adjunct professor at the George Washington University School of Public Policy and Public Administration.
His entire career has been focused on the goal of protecting affordable housing and economic development opportunities for lower-income families and advancing programs to improve communities nationwide. For his lifelong determination to advance opportunities for the underserved, Steve Redburn is awarded the NeighborWorks Government Service - Lifetime Achievement Award.
