All awards will be contingent upon a fully-executed Grant Agreement. Completion of several forms will be required before initial grant disbursement can be released. Some of these forms are provided below:

Overview
NeighborWorks America was named in the FY 2008 Consolidated Appropriations Act to administer a $180 million National Foreclosure Mitigation Counseling program. Under the legislation, NeighborWorks America:

  • Is providing grants to housing counseling intermediaries approved by the U.S. Department of Housing and Urban Development, to qualifying state housing finance agencies, and local NeighborWorks organizations;

  • Is providing foreclosure counseling training courses; and

  • Will study the effectiveness of foreclosure counseling interventions.

Grants to Fund Foreclosure Mitigation Counseling
The legislation requires that NeighborWorks America grant at least $167,800,000 to qualifying organizations that provide mortgage foreclosure mitigation assistance primarily in states and areas with high rates of defaults and foreclosures primarily in the subprime housing market.

These funds are targeted to provide foreclosure mitigation counseling to help eliminate the default and foreclosure of mortgages of owner-occupied single-family homes that are at risk of foreclosure.

On February 26, 2007, NeighborWorks America announced National Foreclosure Mitigation Counseling program grants totaling $130,438,408 to 130 organizations:

  • 16 HUD-Approved Housing Counseling Intermediaries will receive a total of $80,356,391
  • 32 State Housing Finance Agencies will receive a total of $38,664,516
  • 82 NeighborWorks Organizations will receive a total of $11,417,501

Training of Foreclosure Counselors
Up to $5 million is being used to build mortgage foreclosure and default mitigation counseling capacity of counseling intermediaries. NeighborWorks is providing:

  1. Scholarships for affiliate counseling staff to attend NeighborWorks
    Training Institutes
  2. Regional, multi-course Place Based Training sponsored and hosted by
    NeighborWorks America
  3. Place-Based Trainings sponsored by NeighborWorks America and
    hosted by HUD Intermediaries and/or state Housing Finance Agencies
  4. Development of an on-line Foreclosure Basics e-learning course

Evaluation of Foreclosure Intervention Strategies
A comprehensive evaluation will be conducted to study successful strategies and methods for preserving homeownership and long term affordability; to analyze details and use of post-mitigation counseling of assisted borrowers; to analyze policies and procedures which failed to result in successful mortgage foreclosure mitigation; and to recommend efforts that can assist in the success of foreclosure counseling.
