As part of National Foreclosure Mitigation Counseling Program, NeighborWorks America and the NeighborWorks Center for Homeownership Education and Counseling (NCHEC) are offering homeownership educators and counselors scholarships to attend foreclosure intervention and default counseling training. 

Through calendar year 2011, a limited number of fully-paid tuition scholarships and lodging stipends are available to staff of 501(c)(3) nonprofit organizations to attend a homeownership training event.

Eligibility for NFMC Training Program

• Must be staff of a qualified non-profit 501(c)(3) organization. This includes both HUD-Approved housing counseling agencies (affiliates and locally-approved) and others who may not be approved by HUD.  [Board members of qualified 501(c)(3) may submit an application on a limited basis. Further eligibility criteria may apply.  Staff of state and local municipalities may also be considered on a limited basis].
• Organizations and staff must be providing foreclosure counseling activities and/or working towards providing foreclosure counseling activities. 
• Eligibility will be confirmed based on a valid HUD ID number which must be indicated when applying for scholarships. A copy of the organization’s 501(c)(3) determination letter may be requested.   NeighborWorks reserves the right to give priority based on individual’s job responsibilities (e.g., front-line foreclosure counselor) and proximity to training event.
• All applications received will be considered, based on eligibility.  Ineligible scholarship applicants may register and pay tuition and other related costs to attend a NeighborWorks Training Institute.  NeighborWorks cannot accept payment at place-based training events, which will be held exclusively for eligible scholarship recipients.   The legislation specifically prohibits mortgage lenders from receiving a scholarship through this program, but may take advantage of the NTI courses by enrolling and paying directly for tuition and all other expenses.
• Scholarships are awarded on a first-come, first-served basis.  Awards are made subject to demand and availability.  The total number of awards made to each organization may be limited.

To take advantage of this free and valuable training:

• Consider your level of experience
• Consider the venue, referring to NTI and place-based training cities (scholarship priority will be given to foreclosure and homeownership counselors in the region of the PBT)
• Consider the full scope of training needed to enhance skills (e.g. homeownership courses outside the areas of foreclosure)
• Apply for the scholarship at the venue of your choice as early as possible to ensure availability
• Apply for only one (1) scholarship at a time, per training event

Foreclosure Mitigation Counseling Training Scholarships

Foreclosure Mitigation Counseling Training scholarships can be used in three ways:

NeighborWorks Training Institute
To build foreclosure intervention counseling capacity, fully paid tuition scholarships and lodging stipends are available to the staff of nonprofit housing counseling agencies to attend the NeighborWorks Training Institute.  Scholarships should be used primarily for foreclosure-related courses in the Homeownership track. However, related training courses (e.g., Management and Leadership track) may also be taken under these scholarships if such training will directly strengthen your foreclosure mitigation counseling efforts. (Course selections will be approved on a case-by-case basis.)

NFMC Regional Place-Based Training (NFMC PBT)
hosted by NeighborWorks America and NCHEC

NFMC multiple-course regional PBTs are being scheduled for 2011 in cities across the U.S.  Each PBT will consist of one week of training in multiple foreclosure-related and core homeownership strengthening courses.  Scholarships cover full tuition and lodging for up to five days of training at one event.  Travel and meals are at the participant ’s own expense.
