HUD: U.S. Department of Housing and Urban Development

  • Hotline: HUD established a toll-free number (1-888-297-8685) to help Hurricane Katrina victims with housing concerns. The number operates daily from 7 a.m. to 8 p.m. CDT. The hotline staff also provides information for lenders and housing counselors on Presidentially declared disaster areas.
  • Public housing: HUD's first priority is to assist existing participants affected by Hurricane Katrina. Once that need is met, public housing authorities may begin serving other disaster victims who are non-participants. Voucher holders will continue to be eligible for their subsidy in other communities without the need to reapply. HUD has posted a set of frequently asked questions about Katrina-related housing issues. 
  • Up-to-date information on program guidance, waivers, and notices in response to Hurricane Katrina.

Internal Revenue Service

Special tax relief and assistance are available for people displaced by the hurricanes.

Special provisions can help disaster victims recover financially. The IRS has general guidelines and publications on tax relief in disaster situations

Labor Department

The Department of Labor has three programs to offer immediate income assistance to workers displaced by Hurricane Katrina 1) Unemployment Insurance for workers who lost their jobs because of Hurricane Katrina; 2) Disaster Unemployment Insurance for the newly employed and self-employed not normally eligible for unemployment insurance and,
3) Temporary jobs funded through National Emergency Grants.

For information on how to access these benefits, individuals can call DOL's national toll free number: 1-866-4-USA-DOL (1-866-487-2365). For those able to access the internet, information can also be found on DOL's website. DOL has also dispatched teams to all evacuee sites, and has staff canvassing neighborhoods, churches, parishes and hospitals to advertise these benefits.

Office of Thrift Supervision

The Office of Thrift Supervision has revised the definition of "community development" in its Community Reinvestment Act regulations, to give institutions favorable consideration for investing in distressed or underserved rural areas and designated disaster areas.

The change, which followed the lead of other federal banking regulators, gives savings associations more flexibility in serving their communities, the OTS said.

"It is particularly appropriate that the provisions regarding CRA credit for revitalizing and stabilizing designated disaster areas are put into effect immediately in light of the unprecedented and tragic devastation caused by several recent Gulf Coast hurricanes. In this way, OTS will further encourage savings associations to take an active role in assisting in disaster recovery efforts," the rule said.
