The Stable Communities Initiative

Community Stabilization efforts are geographically targeted and coordinated strategies and investments that aim to improve the physical, social and economic condition in communities by building resident and homebuyer confidence and putting foreclosed, vacant, and distressed real estate back into productive use.

Launched in the fall of 2007, NeighborWorks® America’s Stable Communities Initiative provides training, technical assistance, tools, and resources to help nonprofit community development organizations and their public- and private-sector partners stabilize communities.

Highlights from the Stable Communities Initiative include:

  • The National Community Stabilization Trust
NeighborWorks America is one of the founding sponsors of the National Community Stabilization Trust (NCST), a national nonprofit organization created to connect servicers and investors holding foreclosed properties with local organizations and coalitions working to stem the decline of communities with high concentrations of vacant and abandoned foreclosed properties.
  • The Neighborhood Marketing Program – NeighborWorks America’s 2012 Clinton Global Initiative Housing Recovery Commitment
In order to rebuild distressed areas, community stabilization efforts need to do more than restore the housing stock — they also need to make the case for investment by current and future homeowners and residents. To assist nonprofit organizations and their neighborhood leaders in these efforts, the Stable Communities Initiative launched the Neighborhood Marketing Program, a pilot program working in 16 communities to provide tools, funding and coaching on the development and implementation of neighborhood marketing and branding campaigns.
  • Case Studies and Program Guides
Case study reports and step-by-step guides, written specifically for the nonprofit practitioner are available on such topics as managing a scattered site rental program to the ins and outs of housing rehab.
  • Training
The NeighborWorks America offers a suite of in-person and online training courses on topics relevant to community stabilization.
