Elkin Montoya moved to Lowell from his native Columbia in 1974, and became a resident leader as a teenager living in an expiring use property that CBA was working to preserve and save. When concerns over CBA’s future direction sparked an intense period during the spring and summer of 2007, he stepped forward to recruit residents and organize a broad base of members to support a positive direction for CBA. In addition to being a mortgage originator at the neighborhood credit union, as CBA board president, he has provided a stabilizing voice and vision for the organization.
