Housing Choice Voucher Homeownership Program Reports & Studies

 

The Voucher Homeownership Study Volumes 1 and 2 is a HUD commissioned study published in March of 2006 that offers a national perspective regarding the characteristics and outcomes of voucher homeownership (VHO) programs. Ten active or noteworthy sites were assessed and 206 public housing authorities reporting at least one VHO purchase were surveyed. The following topics are covered in this report:

  • Program planning and design;
  • Financing homeownership;
  • Characteristics of VHO purchasers and their neighborhoods;
  • Characteristics of housing markets in VHO communities, and;
  • The relationship between program and market factors and the rate of home purchase.

The Voucher Homeownership Assessment Volumes 1 and 2 is the first assessment of the early implementation of the Housing Choice Voucher Homeownership Program. The study focused on program implementation in 12 locations across the country. The purpose of the study, published in June 2003, was to provide insight into aspects of the program that worked well and those that were problematic. 

Twelve locations were included in the study:

  • Bernalillo County, New Mexico
  • Colorado (state program)
  • Danville, Virginia
  • Green Bay, Wisconsin
  • Milwaukee, Wisconsin
  • Missoula, Montana
  • Montgomery County, Pennsylvania
  • Nashville, Tennessee
  • San Bernardino, California
  • Syracuse, New York
  • Toledo, Ohio
  • Vermont (state program)
