Biographical Notes
As chief financial officer of NeighborWorks America, Michael L. Forster is senior advisor to the CEO and all officers on financial matters and is directly responsible for financial planning and budget forecasting. He is responsible for the preparation and submission of the organization’s budget to its board of directors and to the U.S. Office of Management and Budget. In addition, Forster is principally responsible for implementing financial best practices that enhance the organization’s efficiency and effectiveness in meeting its mission.
Forster, who has more than 20 years of work experience in accounting and management, joined NeighborWorks in January 2007 after leaving the National Ready Mixed Concrete Association (NRMCA), a national trade association headquartered in Silver Spring, Maryland. There he spent close to five years as vice president of finance and administration responsible for all aspects of financial planning, analysis and administrative programs.
Prior to working at NRMCA, Forster spent more than six years as a key consultant to the District of Columbia government during the Control Board’s management reform era. During this time he served as a general partner with Mitchell & Titus, LLP, a top 100 public accounting firm, and as a director for MAXIMUS in its consulting practice group overseeing government consulting engagements. He has also worked for Arthur Andersen, LLP in its Office of Government Services. He holds a master of science in administration from Central Michigan University and a Bachelor of Finance from George Washington University. He is also a licensed certified public accountant in Washington, D.C.
